(1)       (a) How many international trips have been undertaken by him and his Department and any entity reporting to him in the (i) 2015/16 and (ii) 2016/17 financial years, (b) what was the destination of each trip, (c) what was the purpose of each trip and (d) how much did each trip cost in terms of (i) flights, (ii) accommodation and (iii) any other related expenses and

(2)       Whether a report was submitted to his Department after each international trip; if not, why not; if so,

(3)       Whether he will make copies of these reports mentioned in (2) available; if not, why not; if so, when?

4. (1) (a) During 2015/16, three (3) international trips were undertaken by the Minister Donald Grant and two (2) officials of the department.

International trips for 2015/16:

  1. Minister D Grant

Purpose: Part of the TRUP (Two Rivers Urban Park) Project stakeholders to deepen understanding of the Dutch design-thinking approach to urban development and to expose participants to a range of Dutch urban development projects and best practices with a focus on water, a key feature of the TRUP project.

 

Date: 15 July 2015 to 22 July 2015 (8 days).

Destination: Netherlands.

Costs: DTPW: R 12 667.42 (Daily Allowance).

Netherlands Government: (flights, Land travel and accommodation   costs).

  1. Mr L Vuba

Purpose: Participation in the Mandela Washington Fellowship for Young African Leaders, intended to strengthen leadership skills, democratic governance and prosperity in future leaders which are directly supportive to the Western Cape Government’s (WCG) vision of an Open Opportunity Society.

Date: 17 June 2015 to 07 July 2015 (1 month, 2 weeks).

Destination: Staten Island, New York, Washington.

Costs:  DTPW: no cost to the department.

US Government: (Flights, travel insurance, accommodation and meals).

  1.  Mr Y Ahmed

Purpose: Mr Yasir Ahmed was invited to attend and present at the Enterprise World 2015 Conference in the United States of America and to:

    • Receive a 2015 Enterprise Champion award for the enterprise content management work done by the Department.
    • Present a paper on enterprise content management in the Western Cape Department of Transport and Public Works.
    • Participate in a panel discussion on Digital Transformation in the Public Sector.

Date: 08 November 2015 to 13 November 2015 (6 days).

Destination: Las Vegas, United States of America.

Costs: DTPW: R 59 204.00 (Flights, Daily Allowance, Accommodation and Visa Costs).

International trips for 2016/17:

During 2016/17, twelve (12) international trips were undertaken by seventeen (17) officials of the department.

  1. Ms J Gooch

Purpose:  To participate in the International Visitors Programme intended to provide a general introduction to Belgium and Flanders's state structures, competences and culture. To encourage future cooperation with Flemish organisations. To offer in-depth and multi - sectoral introduction to areas of excellence.

Date: 07 May 2016 to 14 May 2016 (1 week).

Destination: Brussels, Belgium:

Costs: DTPW: R 2 500.00 (Daily Allowance, Commission of foreign

            Exchange, Visa expense).

Government of Flanders: R 134 508.74 (Flights, Transport, Accommodation and meals)

  1. Mr S Dube

Purpose:  Participation in the Mandela Washington Fellowship for Young African Leaders, intended to strengthen leadership, skills, democratic governance and prosperity in future leaders which is directly supportive to the WCG’s vision of an Open Opportunity Society.

Date: 16 June 2016 to 05 August 2016 (1 month, 2 week).

Destination: Washington, United States of America.

  1. Roads officials attending International Conferences and engagements on Asset Management.
    • Ms MK Hofmeyer, Mr M G Henderson, and  Mr A K November

Purpose:  To attend the 2016 Annual conference of the UK Institute of Asset    

                 Management.

Date: 20 June 2016 to 22 June 2016 (3 days).

Destination: Edinburg, Scotland, United Kingdom.

Purpose:  To attend Birmingham University to receive and present lectures to MSc students and senior roads executives on the Senior Roads Executive Programme Asset Management Module.

    • Ms MK Hofmeyer,  Mr I Naude, and Mr AK November  

Purpose:  To attend the 2016 International Deighton User Conference and post conference planning session with Deighton Technical staff. Provided an excellent opportunity that will go significant way of achieving the objective of introducing a new generation of engineers to dTIMS and asset management, as well as provided essential knowledge for taking over full responsibility for asset management in the branch, since the branch is depended on an external consultant to perform this service.

Date: 04 July 2016 to 08 July 2016 (3 days).

Destination: Whitby, Canada.

Total Costs: DTPW Roads officials – R429 811.00 (Conference fees, travel insurance, Land travel, Flights, accommodation and Visa expenses).

  1. Dr J A Kok  and Mr R S  Maharaj

Purpose:  To present at the 17th European Conference on Knowledge Management and to gain knowledge and share best examples of high quality Knowledge Management in practice at an international level.

Date: 31 August 2016 to 02 September 2016 (3 days).

Destination: Belfast, Northern Ireland, United Kingdom.

Costs: DTPW: R 67 597.00 (Conference fees, Flight, accommodation and Visa expenses).

  1. Mr F Will

Purpose:  The main objective was to understand the scale and frequency of movement within the district by NMT (Non-Motorised Transport) users as well as to better understand the transport problem caused by inadequate investment when it comes to NMT improvements.

Date: 19 June 2016 to 24 June 2016 (6 days).

Destination: Netherlands.

Costs: DTPW: R18 411.23 (Flights, travel insurance, shuttle service and

S&T).

Netherlands Ministry of Foreign Affairs:  R 75 000.00 (accommodation, meals, and transport)

  1. Mr L C Vuba

Purpose:  Participation in the Mandela Washington Fellowship for Young African Leaders, intended to strengthen leadership skills, democratic governance and prosperity in future leaders. Mr Luthando Vuba was invited by President Barack Obama to speak at the White House’s Summit on Global Development. He was invited to speak to the youth panel on global development issues, particularly on the perspective of the public sector, transport and infrastructure challenges and possible solutions from the perspective of the youth.  He was also invited to speak at the Presidential Summit for the 2016 Mandela Washington Fellows, where he scheduled to speak as the Chairperson of the Southern Africa: Regional Advisory Board.

Date: 17 July 2016 to 05 August 2016 (20 days).

Destination: Washington, D.C, United States of America.

Costs: DTPW: no cost to the department

  1. Adv K Reinecke  and Mr J Koegelenberg

Purpose:  To represent Government Motor Transport (GMT) in order to receive an award for "Oracle leadership in Finance Award" for Europe, Middle East and Africa (EMEA) 2016. To obtain knowledge and insight on the latest Oracle developments through interaction with participants during presentations and breakaways. To be exposed to international best practise for Oracle products that could benefit the organisation.

Date: 18 September 2016 to 22 September 2016 (5 days).

Destination: San Francisco, California, United States of America.

Costs: DTPW: R 112 380.00 (Flights, Accommodation, Daily Allowance and

            Visa Expenses).

  1. Mr  C October

Purpose:  The Nairobi Conference was specifically designed to discover and discuss the latest trends, challenges and future outlook of capital projects and infrastructure developments in Africa. Delegates explored innovative project financing mechanisms, and established successful Public- Private Partnerships (PPPs) to accelerate project delivery.

Date: 06 November 2016 to 09 November 2016 (4 days).

Destination: Nairobi, Kenya.

Costs: DTPW: R 63 678.00 (Flights, Accommodation, Daily Allowance and Visa Expenses)

  1. Ms A  Meyer and Ms S Rautenbach

Purpose:  The purpose of the visit to Netherlands was to attend lectures at the University of Twente and several sessions at government and private companies regarding spatial planning, strategic environment assessment on several of roads project. To learn from the Dutch how they maintain provincial infrastructure, road design and project planning to improved safety and traffic flow in the Netherlands.

Date: 20 November 2016 to 26 November 2016 (9 days)

Destination: University of Twente, Netherlands

Costs: DTPW: R 10 112.00 (S&T and Visa Fees).

Netherlands Government: (Flights, travel, expenses, accommodation)

  1. Ms E Peters and  Mr M Buwa

Purpose:  The two officials were nominated to attend the Planning and Management of Urban Services (PMUS) course at the Housing and Urban Development Corporation’s (HUDCO) Human Settlements Management Institute (HSMI) in New Delhi, India.

Date: 16 January 2017 to 10 March 2017 (10 weeks).

Destination: New Delhi, India.

Costs: DTPW: R 73 918.56 (R 36 959.00 per person for S&T expense).

Ministry of Extremal affairs of India: (Flights, living allowance, accommodation).

4.  (2) Reports were submitted for each international trip that was undertaken during 2015/16 and 2016/17.
