Whether his Department has any innovative plans to hand title deeds and houses over to beneficiaries simultaneously; if not, why not; if so, what are the relevant details?
Yes, it is the intention of my department to simultaneously handover the houses with title deeds.
However, not all the transfers occur at the time of occupation mainly due to a breakdown in the flow of Town Planning procedures.
To address the problem my department developed a policy to improve the title transfer in new Greenfields subsidy housing projects. This Policy is in part aimed at supporting departmental regional planners, project managers and municipalities to achieve the sequence of legal processes required for transfer.
The new policy has yielded success stories in Haarlem Farm Housing Project, Delft, Freimensheim Projects.
