12. (1)Yes, CPF functionality is measured through the Department’s Expanded Partnership Programme (EPP) which is based on Section 18 of the South African Police Service Act 68 of 1995. According to our records, the CPF is participating in the EPP and is considered to be functional. On 2 October 2017 an elective AGM was held and the full executive committee consisting of 8 office bearers and 3 additional members were duly elected.
(2)The South African Police Service (SAPS) is responsible for the screening of elected CPF members. The Department of Community Safety presided over the Philippi CPF elections and have requested SAPS to screen the new executive.
