With regard to the claims made by her Department in the 2022/23 Annual Performance Plan that “to combat and reduce the prevalence of Substance Use Disorders (SUDs) in the province, the Department has embarked on a process to develop a Provincial Drug
Master Plan, which is aligned towards implementing the seven strategic goals outlined in the National Drug Master Plan (2019–2024)”:
(1) (a) At what stage is the process of developing this Provincial Drug Master Plan and (b) when will it be completed;
(2) what are the costs associated with developing this plan, including a detailed breakdown of the expenditure;
(3) (a) what are the tasks that have been undertaken and completed thus far and (b) what is outstanding?

The draft Provincial Drug Master Plan was completed on 5 August 2022, however final input from the Department of Social Development is currently being incorporated, thereafter the Western Cape Substance Disorder network has to provide their input. Once input is received from the network, the plan will be sent to the HOD and MEC for Social Development for final sign off.

No costs were incurred.
