With regard to the development of housing at the Old Salt River Market property:
(1) (a) What is the value of the property and (b) how much was the property sold for;
(2) whether Communicare (NPC) was offered any discount on the property; if not, why not; if so, (a) what are the relevant details and (b) were any other developers offered the same revised discount offered to Communicare;
(3) whether other developers were given the same opportunity to tender for this housing development on the revised discounted property price as offered to Communicare; if not, why not; if so, what are the relevant details;
(4) whether the discounted property at the Old Salt River Market was advertised in the open market at the revised discounted rate as offered to Communicare; if not, why not; if so, what are the relevant details;
(5) whether the Salt River Housing Development, including the discounted offer, was open for public comment; if not, why not; if so, what are the relevant details;
(6) (a) under what housing scheme is the Old Salt River Market property being developed, (b) what is meant by mixed affordable housing and (c) why is retail space included in this housing development?

 

Answer Body: 

The property the member is referring was released by the City of Cape Town for development. My Department does not have access to the information requested and therefore should address the question to the relevant local authority.
