Social Development
With regard to homelessness in the province:
(1) How many people are currently housed in the province’s homeless shelters;
(2) whether her Department has any plans in place to develop a framework for homelessness in the Western Cape; if so, what are the relevant details?
1. Western Cape Department of Social Development does not manage/operate its own shelters but subsidizes a number of 2 308 bed spaces at 37 NPO Homeless Shelters across the Province.
2. The Western Cape Department of Social Development has developed Norms and Standards for Shelters for Homeless Adults (2015).
The National Department of Social Development is in the process of conducting research and developing a National Integrated Policy Framework on Homelessness in SA. This will guide the Province to develop its own provincial policy framework.
