In relation to the WCED’s CEMIS and the national Department’s SA-SAMS data systems:
(1) Whether there have been any instances where discrepancies with the national Department have resulted in lower equitable share allocations to the WCED; if so, what are the relevant details;
(2) what changes to the SA-SAMS must be incorporated in order to ensure its harmonisation with the output of the CEMIS?

[2] The Council for Education Ministers [CEM] approved the Learner Unit Records Information Tracking System [LURITS] as the single source of information for the education sector as from 1 May 2016.
This decision requires Provincial Education Departments [PEDs] to collate their provincial learner and teacher data [collected via the provincial data collection tool e.g. SA-SAMS or CEMIS] into a Provincial Data Warehouse [PDW]. From the PDW, the data is processed and uploaded to the national LURITS.
The intent was for PEDs to execute on 4 quarterly uploads per annum. Unfortunately, due to various technical issues, including misalignment between LURITS and the PDW, PEDs have not been able to successfully execute on 4 uploads per annum and only managed 2.
Consequently, not all learner records were able to be uploaded into LURITS by the due date, and a manual verification process is therefore facilitated by the Department of Basic Education [DBE] in order to validate each PED’s learner and teacher records before they are signed off and approved by the respective Heads of Department for DBE consolidation and sharing with National Treasury [NT].
