(a) How many traffic fines have been issued by provincial traffic officers in the Caledon district from 1 January 2021 to date, (b) of these fine, how many motorists (i) were issued with summonses to appear in court and (ii) subsequently appeared in court and (c)(i) what was the total amount that could potentially have been paid to the Theewaterskloof (TWK) Municipality and (ii) what was the total value of fines collected and paid over to the TWK Municipality?
 

Answer Body: 

[a] Traffic fines issued by provincial traffic officers in the Caledon District include the following municipalities: Theewaterskloof, Overstrand and Cape Agulhas.

28 015 fines were issued to the value of R26 836 500.00

[b][i]  Provincial traffic officers issued 28 015 section 56 notices which automatically include a court date. This enables a driver to contest the fine in court.

    [ii]  Of the 28 015 fines issued, a total of 997 Warrants of Arrest were issued by the court for non-compliance in terms of payment to the value of R844 200.00.

[c][i] The potential total value that could have accrued to Theewaterskloof Municipality, through their collection of fines issued within the municipality’s boundaries, was R24 854 600.00.

   [ii] The Municipality, which is responsible for the administration of fine collection for fines issued within its boundaries, collected only R28 900.00.
