(1)     (a) What is the status of the fence at the Portlands Primary School in Mitchells Plain and (b) when will the fence be installed;

(2)     whether there are any delays; if so, what are the reasons;

(3)     whether a contractor has been appointed by the school or his Department; if not, why not; if so, what are the relevant details;

(4)     whether the contractor in (3) has been appointed for the fencing of other schools in Mitchells Plain; if so, what are the relevant details;

(5)     whether there was a binding memorandum of understanding between the school and his Department; if not, why not; if so, what are the relevant details;

(6)     what was the allocated budget for the fence;

(7)     whether there has been a deviation from this budget; if so, what are the relevant details;

(8)     what is the cost for the fences for all schools in the province in accordance his Department’s norms and standards;

(9)     whether the exact same process for fencing has been followed at all the schools in the province; if not, why not;

(10)   how many schools in the province have been upgraded between the 2018/19 and 2021/22 financial years?

 

Answer Body: 

[1]     [a]    The Department transferred funding directly to the school in March 2022 to enable the erection of a new perimeter fence.

(b)    Due to the transfer payment, the school is to appoint appropriate, suitable, professionally-registered persons to plan and manage the implementation of this project. The Department will provide oversight and render support.

(2)     The Department transferred funding directly to the school in March 2022. The school is to ensure that the relevant processes are followed.

[7]     We have yet to receive a final quote on the costs and whether deviation would be necessary.
