With regard to the status of mental health and the soaring suicide rate of in the province:

(a) What is the detailed breakdown of (i) suicides and (ii) attempted suicides per health subdistrict recorded in each month in (aa) 2019, (bb) 2020, (cc) 2021 and (dd) 2022 to date, (b) what is the breakdown per (i) age, (ii) gender and (iii) race of these victims and (c) what are her Department’s (i) programmes and (i) budget to deal with suicide in the province?

Answer Body: 

[a] The Department can provide data from its Forensic Pathology Services for suicides, but not for attempted suicide. These are not reported or recorded on our data base, rather the diagnosis, e.g., Major Depressive Episode.

c] [i] Mental health is defined as a state of well-being in which every individual realizes his or her own potential, can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to her or his community. The public health approach to mental health care principles includes a primary health care approach, promotion, prevention, treatment, and rehabilitation. Mental health cannot be separated from physical health with an ongoing need for integration of mental health into general health care, and appropriate resource allocations to mental health.

 

The Mental Health Steering Committee for Mental Health convened with technical support from the Department of the Premier and some Provincial Departments,Health, DSD, DoE, DCAS,  to work on a Whole of Society Approach [WoSA] roadmap - a three pronged approach being data led, evidence informed and focus primarily on the youth in geographic areas. 

Two pilot sites have been identified [Klipfontein [focusing particularly on Nyanga and Gugulethu]] and Witzenberg], to do mental health mapping with key partners, Departments of Education, Social Development, Cultural Affairs and Sport, etc. to promote the Whole of Government Approach and WOSA implementation.

[ii] There is no stand-alone budget to deal with suicide prevention, but rather a holistic approach to metal health care.
