Regarding the broken driving licence card machine as reported on 18 October 2022:

  1. How many Western Cape drivers were initially affected by the broken machine, (b) how many drivers are waiting to receive driving licence cards and (c) how do traffic officers in the province deal with issues related to the backlog in the issuing of driving licences?
Answer Body: 

I am informed that the driving licence card production machine again broke down during the week of 15 September 2022, although I do not have an exact date. For that reason, I cannot exactly say how many Western Cape drivers were initially affected by the broken machine. However, I am informed that the backlog in the production of driving licence cards for the Western Cape was more than 35,000 in the week ending 21 October 2022.

  1. As of 30 October 2022, the backlog for the Western Cape is 32 025 driving licence cards.
  1. In terms of regulation 108 of the National Road Traffic Regulations, the expired driving licence card, together with the receipt issued in respect of payment for a new driving licence card remain valid for a period of 3 months from the date of the application for the new driving licence card.  Should drivers be stopped by a traffic officer, and they have the expired card and receipt in their possession, they will not be penalised by the officer.
