Social Development
- Whether the conditions at the Langa Cheshire Home, which takes in patients for convalescence, have been bought to her attention; if so, what steps is her Department taking to address the conditions at the home;
- whether the home is registered and is receiving financial and social support from her Department; if so, what are the relevant details;
- whether a report on the condition of the home is available; if so, can a copy be made available;
- whether she will conduct urgent oversight over the home; if not, why not; if so, what are the relevant details?
- Yes, staff of Langa Cheshire Home formally complained to the Western Cape Department of Social Development and the Department’s Disability Program Office sent a monitoring team and social work managers to conduct a site visit on the same day of the complaint.
The Provincial Board of Cheshire Homes South Africa will support Langa Cheshire Home as one of their affiliates. The Department will also provide a service delivery improvement plan, the implementation of which will be monitored by the Department.
- In the absence of legislation regulating services to persons with disabilities, it is not a requirement that the Home be registered. There is, however, a norms and standards guideline for Residential Facilities for People with Disabilities that the Department uses to monitor funded facilities. The Department subsidies the Home’s 26 bed spaces at a cost of R850 000 per annum.
- A report is available and attached to this reply.
- The Provincial Board of Cheshire Homes South Africa alongside the Department will provide assistance to deal with gaps in service delivery at the Home and monitor progress on a regular basis.
