With respect to the former JJ du Pre le Roux Clinic building in Paarl, being earmarked for the eventual utilisation by the provincial government, and the proposal that the Department considers the letting of the building on a short-term lease:

  1. Whether the call for lease proposals has been advertised; if not, why not; if so, what are the relevant details;

 

  1. whether her Department would consider accepting a lease proposal for the utilisation of the former JJ du Pre le Roux Clinic for the purpose of relocating the Rusthof Old-age Home given the situation at the Rusthof Old-age Home; if not, why not; if so, what are the relevant details?
Answer Body: 
  1. A call for lease proposals was not advertised. The Department of Social Development (DSD) utilized the premises during COVID-19 until March 2022. Since then, the Department of Transport and Public Works used it in response to an urgent need for accommodation in Paarl for storage space. The former JJ du Pre le Roux Clinic premises will now be utilized to address an existing need for provincial accommodation.
  1. The Department of Transport and Public Works is not in a position at this stage to consider a lease proposal for the utilization of the former JJ du Pre le Roux Clinic premises as it is earmarked for utilization by the Western Cape Government in terms of registered infrastructure requirements. The Department of Social Development (DSD) registered a need for the premises and it is reserved for their future use pending the upgrading of the building. The premises is therefore not surplus to government’s service delivery objectives, as per the Government Immovable Asset Management Act, 19 of 2007, and can consequently not be considered for disposal.
