Whether he is aware of any allegations of sexual harassment that have been made against any of the heads of department of the Western Cape Government from 1 January 2019 to date; if so, (a) what are the details of the allegations that have been made, (b) how these allegations were investigated and (c) what were the outcomes of such investigations?
I am aware of one instance only, when, during March 2022, a former (male) employee submitted allegations to the Premier against a Head of Department, involving alleged inappropriate and / or sexual relationships with several females over a period stemming 20 years.
- As summarised above.
- An independent investigation was conducted by the Directorate: Employee Relations, into the allegations. The first consultation with the former employee was terminated due to poor connectivity. As agreed by the former employee, the consultation was rescheduled to after hours at his convenience. The former employee however did not honour the consultation and any further consultations and / or telephone calls and emails sent to secure a consultation. Notwithstanding same, the women who had been mentioned by the former employee, who are currently still employed within the WCG, were consulted and all of them denied the allegations. Allegations against other females could not be substantiated or verified due to a lack of information provided by the complainant.
- The matter is regarded as finalised, since the former employee failed to honour scheduled consultations and the current staff mentioned above, denied the allegations.
