  1. Whether he has studied the report and recommendations of the Public Service Commission (PSC) regarding the irregular appointment of a chief director in the Department of Social Development; if not, why not; if so, what were the (a) findings and (b) recommendations of the PSC;
  2. whether he will implement these recommendations; if not, why not; if so, what are the relevant details;
  3. whether he will take any action against the Minister of Social Development regarding her role in this appointment; if not, why not; if so, when will he announce his decision on the matter?
Answer Body: 
  1. (a) and (b) Yes, an extract of the report, containing the PSC’s findings and recommendations, is attached.
  2. The report was furnished to the Provincial Minister of Social Development, who, as the responsible executive authority, is implementing the recommendations, noting that the review and enhancement of the recruitment and selection policy is being attended to by the Corporate Services Centre, which unit renders people management support to eleven provincial departments (including the Department of Social Development) in the recruitment and selection of staff.
  1. The record reflects that the Provincial Minister acted with integrity and in good faith, guided by the Branch: People Management in the Corporate Services Centre. No action against her is hence required or warranted.
