  1. How many SAPS members involved in crime intelligence have been involved in cases of corruption in (i) 2018/19, (ii) 2019/20, (iii) 2020/21, (iv) 2021/22 and (v) 2022/23, (b)(i) what was the nature of the cases as listed in (a) and (ii) what are all the necessary details about these cases and (c) of those involved in (a), how many have been (a) prosecuted and (b) convicted?

The reply of the South African Police Service (SAPS):

The number of cases, per financial year, in which members of the South African Police Service (SAPS), Division: Crime Intelligence have been involved, is reflected below:

3.      (a)   (i)      2018/2019:                            Two members, in two cases.

                 (ii)     2019/2020:                            One member, in one case.

                 (iii)     2020/2021:                            Seven members, in four cases.

                 (iv)    2021/2022:                            Two members, in two cases.

                 (v)     2022/23, up to date:            One member, in one case. (The outcome of this case is still pending)

 

         (b)   (i)(ii)  All 10 cases listed above, in which a total number of 13 members are involved, are corruption cases.

  • 2018/2019
  • Case 1: An amount of R40 000,00 was demanded from the family of a victim.
  • Case 2: A portion of an informant’s remuneration was taken.
  • 2019/2020
  • Case 1: A portion of an informant’s remuneration was taken.
  • 2020/2021
    • Case 1: An amount of R50 000,00 was demanded from a complainant.
    • Case 2: An amount of R10 000.00 was demanded from a complainant.
    • Case 3: A portion of an informant’s remuneration was taken.
    • Case 4: A tavern owner was accused of selling liquor during lockdown and an amount of R3 000,00 was demanded.
  • 2021/2022
    • Case 1: A portion of an informant’s remuneration was taken, making the informant to believe that the money must be shared by the handler.
    • Case 2: Foreign nationals, without passports, were approached and money was demanded from them, not to be arrested.
  • 2022/23
  • Case 1: A portion of an informant’s remuneration was taken.

         (c)   (a)   Nine disciplinary proceedings, in term of the SAPS Disciplinary Regulations, were instituted.

                 (b)   Nine guilty verdicts, in terms of the SAPS Disciplinary Regulations, were obtained and the details are as follows:

  • Three written warnings.
  • Three dismissals.
  • One member retired from the SAPS before he could be convicted.
  • Suspension without salary for a period of one month.
  • Suspension without salary for a period of two months.
