Premier
With reference to the R6 308 000 shifted from Vote 10: Transport and Public Works to the Office of the Minister of Mobility:
- (a) Why was this amount shifted and (b) what is (i) it going to be used for and (ii) the detailed expenditure breakdown for this amount;
- whether the Minister of Mobility’s salary is being paid by the Department of the Premier; if not, why not; if so, what are the relevant details?
- (a) On 25 April 2022, the previous Provincial Minister of Transport and Public Works became the Provincial Minister of Mobility. The Ministry was formed ahead of the establishment of the new Department of Mobility, which will come into effect on 1 April 2023, so that it may guide its strategic development.
The President, as well as Premiers, may appoint ministers within their offices to perform a specific function (for example, Ms Susan Shabangu was the Minister for Women, appointed as a Minister in the Presidency. Minister Mondli Gungubele is the current Minister in the Presidency, overseeing State Security). In this case, a minister has been appointed in the Office of the Premier, as the Provincial Minister of Mobility, to guide and ensure the successful set up of this new department. Once the new department has been formed, with its own budget, the Ministry will transfer away from the Department of the Premier, to the new department.
The Ministry is being funded from the budget of the Department of the Premier, which received a budget shift from the Department of Transport and Public Works. There have been no additional costs to the overall provincial budget.
(b) (i) Funding is allocated for Compensation of Employees (R5.758 million) and Goods and Services (R550 000) (ii) Budget allocated and projected spending for the financial year 2022/23 amounts to R6.308 million.
