- (a) What is the language policy of the new Moorreesburg High School and (b) how will it accommodate learners from the surrounding so-called Xhosa and coloured communities in Rosenhof and Sibanye Square;
- whether all the parents from the community were consulted and participated in the process to appoint the school’s interim governing body; if not, what process was followed; if so, what are the relevant details;
- what is his Department’s response to the complaints raised by concerned residents of Rosenhof and Sibanye Square in their letter of 1 December 2022 in which they objected to the school’s language policy and the appointment of the school governing body?
- The new Moorreesburg High School will offer Afrikaans and English Languages of Learning and Teaching (LoLT).
All high schools have either Afrikaans or English as a LOLT, or both. No high schools offer Xhosa as a LoLT, but they can offer it as a Home Language subject if there is a demand for it in the school.
- Three applications for English Home Language and LoLT were received, and the learners were placed at the school. No applications for Xhosa Home Language were received.
- No. The South African Schools Act of 1996, 16(7) states that: “If a new school is provided in terms of section 12, the governance of that school vests in the Head of Department until a governing body has been constituted in terms of this Act”. Community participation in the appointment of the interim School Governing Body (SGB) is not provided for in the Act.
- A written response was sent on 6 December 2022. The response explained that the LOLT of the school is Afrikaans and English as described above, and that the interim SGB was duly appointed in terms of South African Schools Act, as described above. The letter also advised the writer that should they wish to discuss issues pertaining to the new Moorreesburg High School, that they could contact the circuit manager for further engagement.
