How much has her Department received from the national government during the (i) fifth and (ii) sixth administrations for the construction of the Klipfontein Regional Hospital, (b) how much of this money (i) has been spent and (ii) was unspent and returned to the Revenue Fund, (c) what are the reasons why the money had not been spent and (d) which tasks have been undertaken and completed in the building of the Klipfontein Regional Hospital as at the latest date for which information is available?

  1. (i & ii) The project has not incurred any expenditure, and funding has been reprioritised.                                                   

 

©    The original Professional Services Providers tender was cancelled and had to be re-advertised, evaluated and adjudicated.  This resulted in a delay in the commencement of the project.

(d) Re-advertisement of the tender to appoint multidisciplinary professional service providers (PSPs) for the design and construction management of the new Klipfontein Regional Hospital has been undertaken and completed, resulting in the award of the tender to M: Phatic Consortium on 16/09/2022.

 

WCGTPW has appointed a Town Planner to commence land application processes (rezoning and erven consolidation), and a Site Topographical Survey and Preliminary Site Investigation Report have been completed. Tender returnables have been received from the Consortium, including a High-level Development Plan, Quality Management Plan, BIM Execution Plan and Empowerment Implementation Plan;

  • DTPW held a 2-day Project Briefing with the Consortium and WCGH on 31/10/2022 and 01/11/2022.
  • Preliminary Clinical planning briefing sessions, led by DTPW with WCGH representatives, were completed on 23/110/2022, 30/11/2022, 14/12/2022, 18/01/2023, and 25/01/2023.
  • Site visits have been conducted with the Consortium to precedent hospitals in the Western Cape, i.e., Khayelitsha Hospital on 29/11/2022 and Mitchells Plain Hospital on 13/12/2022.  
  • Project Technical meetings commenced on 17/11/2022 and are being held on a fortnightly basis;
  • Appointment of sub-consultants and other specialists has commenced.
