(1)(a) When did he start working for her Department?
Answer: (1)(a). He started in May 2009.
(1)(b)(i) What position does he occupy?
Answer: (1)(b)(i). The individual you are referring to does not occupy any position at the Department currently as he retired on 31 October 2022. At that point in time, he held a position of Director: Sport Development.
(1)(b)(ii) What positions did he occupy in the past?
Answer: (1)(b)(ii). He started as a Deputy Director of School Sport on 1 May 2009 and got promoted to the post of Director: Sport Development on 1 January 2011.
(1)(c). How much budget does he control and oversee?
Answer: (1)(c) R116 176 595.00 (2022/23).
(2)(a) How much was spent on the building of the Lavender Hill Care Centre?
Answer: (2)(a) The DCAS does not have the costing information of the project. The Department of Cultural Affairs and Sport are the end-users of the facilities. It can be obtained from the Western Cape Education Department (budget holder and Project owner) and the Department of Transport and Public Works (Infrastructure Developer) who have the information. The WCED and the DTPW were approached for the information and once received it will be made available.
(2)(b) For what purpose was it built?
Answer: (2)(b) The purpose of the facilities was to embrace the concept of promoting neighbourhood development, intersectoral collaboration, and access for learners to multi-purpose shared facilities. The Shared Facilities model was agreed upon to assist in those clusters where facilities were not adequate. The philosophy underpinning the shared facility model was that it was more economical to have several schools within a cluster sharing facilities in close proximity to create safe spaces for learners,
- (c) What environmental studies determined the project?
Answer: (2)(c) The DCAS was informed that an environmental impact assessment study that was conducted by the Department of Transport and Public Works prior to the construction of the infrastructure on the Western Cape Education Department properties.
(2)(d) What is the detailed itemised costing of the entire building project for the Lavender Hill Care Centre and?
Answer: (2)(d) The Department of Cultural Affairs and Sport are the end-users of the facilities and does not have access to the information. It can be obtained from the Western Cape Education Department (budget holder and Project owner) and the Department of Transport and Public Works (Infrastructure Developer) who have the information. The WCED and the DTPW were approached for the information and once received it will be made available.
(2)(e) What was the involvement of the person in (1)(a) in the decision and process to build the centre?
Answer: (2)(e) As the DCAS is the end-user of the facilities his role was to liaison with the Western Cape Department of Education on the use of the facilities during the planning and construction of the facilities. He represented DCAS in the meetings and discussions relating to the construction of the facilities.
