With regard to her Department’s work at the Kannaland service delivery area (SDA):

  1. (a) What are the reasons for the high number of vacancies, (b) how long has each vacancy existed and (c) what are the plans and progress made to fill each vacancy;

 

  1. (a) why is the Kannaland SDA housed in a church building and (b) when will a permanent office be built;

 

  1. (a) what are the (i) funded and (ii) unfunded services that are rendered in the Kannaland SDA, (b) what are the challenges that have been reported and (c) what are the plans to address them?
Answer Body: 

With regard to her Department’s work at the Kannaland service delivery area (SDA):

  1. (a) What are the reasons for the high number of vacancies,

Currently only 4 vacancies based on the approved organisational structure of 2010:

1 x Social Work Supervisor

1 x Social Worker

1 x Community Development Practitioner – unfunded post

1 x Assistant Community Development Practitioner – unfunded post

1 x social work graduate additional to the establishment appointed.

(b) how long has each vacancy existed and

1x Social Work Supervisor – since 1 January 2023

1 x Social Worker - 1 October 2021

1 x Community Development Practitioner – Unfunded since 2010

1 x Assistant Community Development Practitioner – Unfunded since 2010

 

(c) what are the plans and progress made to fill each vacancy.

All funded social work vacancies are currently in the recruitment process.

 

  1. (a) why is the Kannaland SDA housed in a church building and

The local office is located in the Thusong Centre.  Lease managed by the Department of Transport and Public Works.

Service Points: Zoar & Calitzdorp & van Wyksdorp

(b) when will a permanent office be built;

The main office is in Ladismith

 

  1. (a) what are the (i) funded and (ii) unfunded services that are rendered in the Kannaland SDA,

All social welfare services are funded. 

(b) what are the challenges that have been reported and

Shortage of staff (approved organogram not aligned to social work norms & standards 1 social worker :4500 population)

Retention of staff in rural areas

Office accommodation

Limited resources in terms of substance treatments centre’s, child and youth care centre’s, GBV shelters, employment opportunities, safety parents to assist with child neglect etc.

(c) what are the plans to address them?

Department submitted a request to Provincial Treasury to obtain the necessary funding for filling of vacancies.

Department requested the Department of the Premier to do an organisation design exercise to comply with norms and standards
