With regard to the establishment of the two new departments in the provincial government:

What is the latest update about this, (b) what tasks (i) have been completed and (ii) are not yet completed, (c) what will be the (i) budget and (ii) organogram of each department and (d) what will be the powers and functions of the (i) HODs and (ii) senior managers?

Answer Body: 

(a) The establishment of the Department of Infrastructure (DoI) and the Department of Mobility (DM) is well underway and both departments will be operational by 01 April 2023.

(b)(i) What tasks have been completed:

The President of the Republic of South Africa, on 20 February 2022, signed a proclamation approving the establishment of both departments.

1. Notice of such establishment was, on 23 February 2023, published in Government Gazette 48103 .

2. The Minister of Public Service and Administration (MPSA) signed and issued letters of concurrence with the organisational structures of both departments on 17 February 2023.

3. The submissions for the final approval of the organisational structures of both departments by the Premier is in process .  

4. The Budget Programme structures of both departments were also  approved by the National Treasury.

 

 

(ii) What tasks are not yet completed?

The remaining tasks are all operational and administrative and it is envisaged that these tasks will be completed by 01 April 2023. These Include:

1. Processes required for the movement and placement of staff;

2. Appointment process of Heads of Department, with appointment only to follow later in the year ;

3. Processes to prepare the financial systems for 01 April 2023;

4. Finalization of all governance arrangements for the two new departments;

5. Preparation of the necessary applicable delegations; and

6. Finalisation of 23/24 APP’s.

 

(c)(i) What will be the budget?

The budgets of the two new departments, Mobility and Infrastructure have been compiled as part of the 2023 MTEF budget process.  The provincial Cabinet on the 16 February 2023, approved allocations to both Mobility and Infrastructure Departments.  These allocations will form part of the Western Cape Appropriation Bill 2023 to be tabled in the Western Cape Provincial Parliament on 14 March 2023, at which time the allocations will made public. 

(ii) What will be the organogram of each department?

The macro structures of the two departments are attached as Annexure 1: Department of Infrastructure and Annexure 2: Department of Mobility

(d) What will be the powers and functions of (i) HOD’s and (ii) senior managers?

The functions and powers of both HOD’s will be in accordance with the Public Finance Management Act (PFMA), Public Service Act and the applicable Laws, Regulations and departmental delegations. The HOD’s will also be responsible for the execution of strategy and for the performance of the department in terms of it’s pre-determined objectives. All the required responsibilities of an Accounting Officer and HOD will be vested in the two HOD’s.

The senior managers of the two departments will execute all the tasks and responsibilities as per their functional areas and as per the related job descriptions.
