- any Members of the Western Cape Provincial Parliament and/or Western Cape Ministers have been arrested for drunk driving or other violations of the traffic laws from the beginning of the sixth administration to date; if so, what are the details of the person and offence committed;
- whether a certain person, whose name been furnished to his Department for the purpose of his reply, has been arrested for drunk driving in the period 2014 to date; if so, what are the relevant details?

- Traffic contravention registers are not administered or managed by a single organ of state. Each province and municipality is in charge of administering and managing their own contravention register. While the Department of Transport and Public Works administers and manages the Western Cape Province’s Contravention Register, it is bound by the Personal Protection of Personal Information Act 4 of 2013 not to disseminate the personal information of any person that may be contained in it. Only when a person gives consent for personal information to be disseminated can this be done. In accordance with this exception, I wish to advise that the department will be happy to furnish fine transgression information kept in the Western Cape Provincial Contravention Register if it is provided with an ID number of a “transgressor” as well as written consent from that “transgressor” to release private information. I also wish to point out that the South African Police Services are the custodian of all information relating to the commission of crimes or arrests and any questions relating thereto should therefore be addressed to them.
