With reference the reply to question 14 of 27 January 2023:
- (a) What are the details of the company to whom the original Professional Services Providers tender was awarded and (b) what are the reasons for the cancellation of this tender;
- (a) what is the value of the contract that has been awarded to a certain company, whose name has been furnished to her Department for the purpose of her reply, for the design and construction management of the Klipfontein Regional Hospital, (b) what is the BBBEE status of the company and (c) what are the details of the company’s board of directors;
- what are the details of all the tasks that have been undertaken for the construction of the Klipfontein Regional Hospital since the awarding of the tender on 16 September 2022?
- (a) The original tender was cancelled prior to award, therefore no Professional Services Providers were appointed at the time of cancellation.
(b) The original tender (S061/19) was cancelled due to concerns raised by National Treasury, which were addressed in the revised tender which was amended following consultation with Dot-P Legal services.
- (a) The value of the contract awarded is R59,743,305.00. This is for work to be done for Stage 2 (Concept Design).
(b) The consortium has a BBBEE status as a Level 1 Contributor.
(c) The tender was awarded to a consortium which has no nominated directors but is made up of the following companies:

- The following has been undertaken for the construction of the Klipfontein Regional Hospital:
- WCGTPW has appointed a Town Planner to commence land application processes (rezoning and erven consolidation).
- Site Topographical Survey and Preliminary Site Investigation Report have been completed.
- Tender returnables have been received from the Consortium, including a High-level Development Plan, Quality Management Plan, BIM Execution Plan and Empowerment Implementation Plan.
- DTPW held a 2-day Project Briefing with the Consortium and WCGH on 31/10/2022 and 01/11/2022.
- Preliminary Clinical planning briefing sessions, led by DTPW with WCGH representatives, were completed on 23/110/2022, 30/11/2022, 14/12/2022, 18/01/2023, and 25/01/2023.
- Site visits have been conducted with the Consortium to precedent hospitals in the Western Cape, i.e., Khayelitsha Hospital on 29/11/2022 and Mitchells Plain Hospital on 13/12/2022.
- Report following site visits to precedent hospitals, i.e., Khayelitsha Hospital, Mitchells Plain Hospital and comparison to Dr Pixely ka Isaka Seme, Hospital in Inanda, Durban has been submitted.
- Review and recommendation of specialist sub-consultants appointments undertaken.
- The appointments of the Geotechnical Investigations Service Provider and the Traffic Impact Service Provider have been concluded.
- Geotechnical and Traffic Assessment investigations of the site have been undertaken.
- Bulk services report for the site has been developed and issued for review.
- High level site planning undertaken and presented on 22/02/2023.
- Project Technical meetings commenced on 17/11/2022 and continue to be held on a fortnightly basis.
