(1)   What is the number of breakdowns that have been reported per month for (a) MyCiTi and (b) Go George busses in (i) 2019, (ii) 2020, (iii) 2021, (iv) 2022 and (v) 2023 to date;

 

(2)   what (a) are the details pertaining to the servicing and maintenance of these busses, (b) is the (i) budget allocation and (ii) expenditure breakdown for the servicing and maintenance of the MyCiTi and Go George busses during the same period and (c) plans have been made in order to get these busses to be more efficient and fully operational?

1 (b)    The GO GEORGE bus fleet was procured in terms of a competitive bidding process in the 2014/15 municipal financial period (TING/001/2013). The tender required that the successful service provider supply/deliver a five (5) year maintenance and warranty plan for the procured fleet, with the option to extend for a further 2 years. The Municipality exercised this option and extended the maintenance and warranty contracts for the fleet up until 30 June 2022.

 

A new service provider was appointed for the maintenance of the GO GEORGE fleet through a competitive bidding process during the 2021/22 financial period and commenced services on 1 July 2022 (PS032/2021).

Regarding the schedule of breakdowns for the period 2019 to June 2022 a request can be submitted to the previous service provider to supply this data. The handover process required the previous service provider to provide only the maintenance history for bus fleet and not the breakdown history, which is different.

For the period 1 July 2022 to date, since the takeover by the new service provider the average breakdown per month is approximately 13 vehicles. The following table provides a detailed breakdown per month:

MyCiTi – Details pertaining to the servicing and maintenance of these busses.

  • Services are done every 20 000km.
  • Safety inspections are done every 2500km.
  • Brake tests are done every 5000km.
  • Quarterly inspections by CCT Fleet officers.
  • CRW completed every 6 months by Vehicle operating companies (VOC).
  • Random inspections and bus jumps done at staging areas/Ready yard by Fleet officers.
  • Vehicle operating companies (VOC) daily inspections at the depot.
  • Driver monitoring aids (Drive cams used on certain buses).
  • Certain VOCs have a mix telematics systems to manage driver behaviour.

GO GEORGE – Details pertaining to the servicing and maintenance of these busses.

The details pertaining to the servicing and maintenance of the GO GEORGE bus fleet are contained in tender PS 032 of 2021. In short, the tender is a rates-based tender that provides for standard servicing of the bus fleet once specific service kilometres are reached per vehicle. The tender further provides for general maintenance, provision of spare parts, breakdown, and accident repairs.
