In relation to the National Health Insurance (NHI) pilot project in the Western Cape: (1) What has her Department’s experience been to date; (2) whether her Department has any information on what contributed to the failure of pilot projects in other provinces; if so, what are the relevant details; (3) whether this pilot project is feasible in its current form; if not, why not; if so, what are the relevant details; (4) whether her Department incurred any unforeseen costs as a result of the pilot project; if so, what are the relevant details?

Answer Body: 
  1. The main focus is to pilot the Contracting Unit for Primary Health Care (CUPS). At the moment we are piloting the CUPS in Knysna/Bitou which is the key focus of the NHI in the Western Cape.
  1. The province does not have such information.
  2. The CUPs work is very much exploratory with a latitude for each province to develop its CUPs plan based on their own understanding. A national CUPs blueprint with guidelines and templates for use by provinces is expected by 31 March 2023. A WCGH’s draft project implementation plan was submitted to NDOH in December 2022. In implementing the CUPs pilot, the following aspects are being taken into consideration: (1) Scoping of existing services; (2) Health Information Systems (HIS); (3) CUPs Governance; (4) Accreditation; (5) Service delivery model; (6) Communication ; (7) Workforce matters; (8) Legal implications.
  3. Our managers in the system are piloting the CUPS so we have not needed to employ additional staff or had any unforeseen expenses.
