With regard to learner placement for the 2023 academic year:
(1) What is the detailed breakdown of learner placement per (i) school and (ii) education district as at the latest date for which information is available;
(2) whether raw data and a detailed list of all unsuccessful applicants per (i) school and (ii) education district as at the latest date for which information is available can be made available;
(3) what are the hotspot areas for unplaced learners in the province as at the latest date for which information is available?
My Department has informed me of the following:
(1) The list of CEMIS enrolment data per school for placement Grades 1 and 8 as at 11 April 2023 is attached (Annexure A).
(2) There are two reasons such data would not be a reflection of learners that do not have a place in a school.
Firstly, parents apply to multiple schools for their children. One unique learner may have applications submitted to 10 schools, and would only confirm placement at 1 of these. Thus, the number of “unsuccessful” applications per school would exponentially exceed the number of actual unique learners in the system.
Secondly, a learner may have an application that has been unsuccessful at one school, but successful at another, and their preferred school of choice. For example, if a learner has been successful in their application to School A, their first school of choice, but their application to School B has been unsuccessful.
This learner would not be unplaced – they have been placed in their first choice of school.
Thus we look at unique applications where the learner does not have ANY successful status, and does not have a CURRENT status at a school on our CEMIS database – their placement is thus in progress.
As at 11 April 2023, we have no Grade 1 and 8 learners whose placement is currently in progress.
3.The following are placement hotspots that have been experienced for 2023, however there are currently no Grade 1 and 8 learners for whom placement is in progress.
