1. (i) There are three Premier’s Councils - Provincial Council on AIDS, Premier’s Council on Skills and Premier’s Enregy Council

(ii) Details of Provincial Council on AIDS:

Members of the Provincial Council on AIDS & TB (PCAT) are appointed for 5-year terms, aligned to the timeframe of the National Strategic Plan (NSP) for HIV, STIs and TB.  Current PCAT members were appointed in 2019.  

The most recent NSP for HIV, STIS and TB (2023 – 2028) was launched on 24 March 2023 and within the next 6 months provinces are expected to develop Provincial Implementation Plans and appoint new Council Members.

2. (i) Budget allocation

A budget is allocated to the PCAT Secretariat located in the Department of Health for staffing only:

1 x Deputy Director

1 x Assistant Director

1 x Admin Officer

 

(ii) Expenditure breakdown per year

The Provincial Council on AIDS and TB Secretariat does not have a budget for the implementation of activities as the core function of the Secretariat is to coordinate interventions and activities.  Implementation remains the responsibility of line departments.

3. (i)and (ii) Names and qualifications

Civil Society Representatives are elected by their respective constituencies as per the South African National AIDS Council guidelines.

(ii) Details of Premier’s Council on Skills (PCS)

 

Structure of Premier’s Council on Skills

The Provincial Human Resource Council of the Western Cape chaired by the Premier is the main engagement platform that brings together all spheres of government and allows for local stakeholders including business, government, and the community to jointly plan, address obstacles; and to collaborate on the implementation of skills development and job creation matters to maximise efforts for greater impact for the development of the region and the local people.

The Provincial Human Resource Development Council Provincial Structure that has been implemented in the province as a bi-annual engagement platform that articulates these stakeholders’ interests, highlight challenges that they are experiencing in the system, and collectively engage about how best to address these, a cooperative and responsive approach to addressing the skills needs in the province will be created.

 

(b)(i) Budget allocation

A budget is allocated to the PCS Secretariat located in the Department of Economic Development and Tourism for staffing only. The role of the Secretariat is being fulfilled by the Provincial Skills Partnership, Skills Development and Innovation at the Department of Economic Development and Tourism, Western Cape Government.

The Secretariat is playing a coordination role which is to support the overall coordination of the PCS, as well as the Coordinating Forums that stem from it.

 

(ii) Expenditure breakdown per year

The Premier’s Council on Skills does not have a budget for the implementation of activities as the core function of the Secretariat is to coordinate interventions and activities. 

 

3. (i) and (ii) Names and qualifications

The PCS cannot be driven without the buy-in and collaboration with various stakeholders in the Province. Each PCS is convened to address a specific theme, to which relevant stakeholders are invited to attend. Stakeholders invited to a PCS are typically the following:

 

• Provincial Government Departments (MECs, HoDs & PCS theme specific government officials)
• Local Governments (Municipal Mayors, Municipal Managers & PCS theme specific officials)
• National Government (Representatives from Secretariat to the HRDCSA, national Skills Authority and the Department of Higher Education and Training)
• Civil society
• Private Sector Organizations (PCS theme specific industry CEOs/Representatives)
• Academic and Research institutions (Chancellors, Vice-Chancellors, Deans of Faculties)

 

 

(ii) Details of Premier’s Energy Council

The mandate of the Western Cape Energy Council is to –

 

• Ensure that the Western Cape implements a clear, ambitious and realistic plan for addressing the immediate impacts of load shedding as well as medium- and longer-term resilience
• Generating ideas and solutions to the energy crisis
• Forging partnerships with academia, the private sector and others to embark on joint initiatives
• Unblocking impediments to the implementation of proposed solutions
• Advising on actions to be taken
• Tracking performance of the implementation plan

       There is no budget allocation for the Ernegy Council

The members of the Energy Council are appointed ex officio and not in their personal capacity.
