In the last 12 months:

How many (a) ambulances have waited for longer than 30 minutes for an escort by the SAPS into red zones and (b) patients have suffered adverse health effects, including death, as a result of EMS units being delayed because of security concerns?

Answer Body: 
  1. We cannot indicate the exact percentage of calls that have had to wait for more than 30minutes for escorts. Understanding that the South African Police Services are also under immense resource pressures, we are currently in talks to develop escalation pathways and the possibility of assistance from City of Cape Town law enforcement.
  2. This is unfortunately not quantifiable. There is most definitely a correlation between the increase in staff safety concerns and the decrease in response time performance. This would indicate a larger impact of staff safety concerns than just the immediate patient being responded to in the areas of red zones.
