In relation to the Municipal Red Tape Reduction Challenge Fund:

  1. How much money will be allocated to this fund, (b) what are the criteria for deciding whether interventions get funded, (c) what is the maximum amount a municipality can qualify for and (d) what oversight measures are in place to ensure clean governance and accountability in the use of this fund?
Answer Body: 

        I am informed of the following:

  1. R3 million has been allocated to the Municipal Red Tape Challenge Fund.
  2. Criteria for the fund are as follows:
  • Applications/proposals need to be in relation to the development and construction environment - The Building Development Management and Land Use Management department processes and procedures across municipalities.
  • Proposals must relate to regulations, by-laws or policies, processes and procedures and/or communications interventions affecting the above processes.
  • Proposals must provide a clear description of the assistance required, as well as the scope of work required, and must lead to improvements spanning across Land Use Administration as well as Building Development administrative processes (including but not limited to fire department, building inspections, zoning schemes and overlay zones.)
  • The Municipality must be in possession of a report/findings which document the improvement recommendations in relation to Land Use Management and Building Development Management administrative processes to be undertaken by the municipality, in order to aggressively drive the Ease of Doing Business (EoDB) in their space and region.

OR

  • The Municipality must agree with and actively participate in a business process review within the municipality, specifically focusing on Building Development Management and/or the Land Use Management Departments. Based on the recommendations contained in the final review report, funding will be made available to support implementation of the EoDB-related interventions for immediate actioning.
  1. There is no minimum or maximum amount threshold.
  2. The funding will not be disbursed to the Municipalities directly. The Department will, in partnership with the successful municipalities, procure the relevant expertise and/or services through its own supply chain processes.
