Question Number:

Question Body:
  1. What critical infrastructure was damaged during the recent flooding in the province, (b) which of these have already been repaired and (c) what is the estimated cost of repairing all the damaged infrastructure?
Answer Body:
  1. Significant damage was done to the road network by the recent flooding in both the Cape Winelands and the West Coast Districts. With regard to Health and Education the Department of Infrastructure can report only on damages done to infrastructure for which the DOI is responsible or is the implementing agent. Information concerning Health and Education infrastructure for which these two departments are responsible will have to be obtained via the respective Cabinet members.
  1. Considerable progress has been made with road network repairs including the taking of emergency action to ensure road users’ safety and to facilitate access to communities. In many cases even the assessing of damages had to wait until the extensive flooding had subsided and repairs could therefore not commence immediately. The value of maintaining an in-house capacity within the Roads’ Branch and the District Municipalities has once again been demonstrated as these in-house teams were responsible for much of the emergency work. Repairs to Health and Education infrastructure for which DOI is responsible is already completed or well underway. Obviously, in cases where, for instance, asbestos is involved the necessary approvals have to be obtained.
  1. While it has not yet been possible to finalise the repair and replacement costs involved, the estimated figure is well over R350m.
