With regard to the Port of Cape Town’s performance in June 2023:

(a)   What was the (i) average waiting time for berth utilisation and occupancy for container ships and (ii) target for the month, (b) what was the (i) average number of twenty-foot equivalent unit (TEU) containers (aa) loaded and (bb) unloaded and (iii) target for the month, (c) what was the (i) average waiting time for trucks being (aa) loaded and (bb) unloaded at the Port and (ii) target for the month, (d) what was the (i) average ship turnaround time and (ii) target for the month, (e) what was the (i) average anchorage waiting time and (ii) target for the month and (f) what was the (i) average container dwell time and (ii) target for the month?

I am informed of the following:

  1. (i) The average time for berth utilization per vessel for June 2023 was 3.4 days.

(ii) A reasonable practice target for berth utilization is 3 days.

(bb) The total number of twenty-foot equivalent unit (TEU) containers unloaded from 27 May to 30 June 2023 was 19,290

(ii) The Transnet Port Terminal [RB1] target to load and unload TEU’s for the period under consideration was 66,256.

 

  1. (i) (aa) The average waiting time for trucks to be loaded and unloaded in the Cape Town Container Terminal from 29 May to 2 July was 61 minutes.

    (bb) Information is not available to distinguish between the truck waiting times to load and unload.

(ii)       The truck waiting time target is 45 minutes.

 

  1. (i)        The average total turnaround time per vessel for June was 8.7 days. See table in (a) above.

(ii)        A reasonable practice target is to turn a vessel around in 4 days. A good practice is 3 days. The best practice is 2 days.

(i)       Average anchorage waiting time per vessel for June was 4.8 days (waiting time to berth). See table in (a) above.

(ii)      A reasonable practice target for waiting time to berth is 1 day. The best practice is to berth on arrival.

(i)       Average container dwell time for June was 1.4 days for imports and 2.9 days for exports.

(ii)      Dwell time targets are 3 days for imports and 6 days for exports respectively.
