With regard to the Port of Cape Town’s performance in July 2023:

(a)   What was the (i) average waiting time for berth utilisation and occupancy for container ships and (ii) target for the month, (b) what was the (i) average number of twenty-foot equivalent unit (TEU) containers (aa) loaded and (bb) unloaded and (ii) target for the month, (c) what was the (i) average waiting time for trucks being

(aa) loaded and (bb) unloaded at the port and (ii) target for the month, (d) what was the (i) average ship turnaround time and (ii) target for the month, (e) what was the (i) average

anchorage waiting time and (ii) target for the month and (f) what was the (i) average container dwell time and (ii) target for the month?

Answer Body: 

I am informed of the following:

           (i) The average time for berth utilization per vessel at Cape Town Container Terminal for July 2023 was 2.3 days (Source: Port of Cape Town Logistics Dashboard, 2023).

(ii) Based on best practice an average target for berth utilization is 3 days. The above average is 2 days whilst excellent performance for berth utilization is 1 day for top-performing ports.

          (i) (aa) Total number of twenty-foot equivalent unit (TEU) containers loaded from 1 July to 4 August 2023 was 27,107. The table below provides the weekly performance:

      (bb) Total number of twenty-foot equivalent unit (TEU) containers unloaded from 1 July to 4 August 2023 was 22,368.

       (ii) The Transnet Port Terminals (TPT) target to load and unload TEUs for the period under consideration was 63,173.

 

  1. (i) (aa) The average waiting time for trucks to be loaded and unloaded in the Cape Town Container Terminal from 26 June to 30 July was 65.8 minutes. (Source: Weekly terminal dashboards).

    (bb) Information is not available to distinguish between the truck waiting times to load and unload.

(ii)       The truck waiting time target is 45 minutes.

(i)        The average total turnaround time per vessel for July was 5.6 days. Source: Port of Cape Town Logistics Dashboard.

(ii)        A reasonable practice target is to turn a vessel around in 4 days. A good practice is 3 days. The best practice is 2 days.

(ii)      A reasonable practice target for waiting time to berth is 1 day. The best practice is to berth on arrival.

(i)       Average container dwell time from 26 June to 30 July was 1.6 days for imports and 4.26 days for exports.

(ii)      Dwell time targets are 3 days for imports and 6 days for exports respectively. Please refer to the table below for dwell time
