(1)  (a) What is the number of (i) minibus taxis, (ii) buses and (iii) private motor vehicles that have been impounded in each municipality in the province in (i) 2019, (ii) 2020, (iii) 2021, (iv) 2022 and (v) 2023 to date and (b)(i) what were the specific reasons for each impoundment and (ii) what is the average cost of impoundment for these vehicles;

(2)  what is the number of (a) minibus taxis that have been released from impoundment in each of the municipalities in the province in (i) 2019, (ii) 2020, (iii) 2021, (iv) 2022 and (v) 2023 to date and (b) how much was generated by each municipality from the impounding of these vehicles;

(3)  (a) what is the impact of impoundment on the minibus taxi industry and (b)(i) what role did his Department play in intervening in the recent taxi unrest in the province

and (ii) what are the details of the (aa) meetings held and (bb) outcomes of such meetings?

(3)(a)     Many meetings were held throughout the stayaway between the Western Cape Government, City of Cape Town and SANTACO Western Cape, with the outcome being an agreement between the parties to end the stayaway and for minibus taxi services to resume operations in full on 11 August 2023.  The parties will continue engaging on these matters through the Minibus Taxi Task Team, which was established earlier this year to deal with minibus taxi-related matters.

  (b)     The South African Police Service was the lead enforcement agent as tasked by its legislative mandate to deal with taxi related taxi stay-away which started on 03 August without any prior warning, and the subsequent violent actions that followed. The role and support of the Department was determined by SAPS in terms of the daily attendance and participation at the Provincial Joints meetings, dealt with the coordination, planning and we reported on the allocation of our daily deployment of our Provincial Traffic Services across the province to support the Cluster Commanders. We further deployed a radio control officer to the SAPS Joint Operation Centre for the full duration of the taxi situation, to ensure that we had access to current reported cases of any disruptions such as the blocking of roads and or violence, early crime threat analysis information, which enabled us to rapidly respond to any identified threats by deploying sufficient appropriate resources to address the situation. The SAPS Provincial Joints has downgraded the taxi stayaway operational deployment due to associated threats of looting and service delivery protest which has escalated.
