WiWith reference to the reply to question 5 of 20 July 2023:

 

  1. (a) Who are the owners of the houses being leased in the Bloekomlaan Precinct, (b) how many houses are being leased, (c) who is the agent managing the leasing of the houses, (d) what are the rental rates per month of the houses being leased and (e) how much is his Department paying the agent who is managing the leases or what are the details of the annual remuneration agreement between the Department and the agent;

(a) what is the rest of the Ondertuine Precinct being use for, (b) who is the owner of the garden in the precinct, (c) what are the details of the garden, (d) who is the agent managing the letting of the garden, (e) to whom is the garden being let, (f) what are the rental rates per month being paid by the tenant of the garden to the owner of the property or to the agent and (g) what are the details of the annual remuneration agreement between the Department and the agent?
Answer Body: 

(a) Who are the owners of the houses being leased in the Bloekomlaan Precinct?

  • The houses are situated on the Porter Estate, Erf 3346 Constantia, which is in the ownership of the Western Cape Government.

 

(b)    how many houses are being leased?

There are nine (9) houses being leased.

 

(c)    who is the agent managing the leasing of the houses?

  • The managing agent appointed for the management of the Porter Estate, including the houses, is Muster Property Services (Pty) Ltd.

 

(d)    what are the rental rates per month of the houses being leased?

         The rental rates for the nine (9) houses are as follows:

 

  • two (2) corrugated houses; and seven (7) brick houses ranging from R850 - R 1250 per month.

 

(e)    how much is his Department paying the agent who is managing the leases or what are the details of the annual remuneration agreement between the Department and the agent?

  • Muster Property Services (Pty) Ltd is being paid a monthly fee of R37 360.63 (Vat Inclusive) for the management of the Porter Estate, which includes Bloemkomlaan Precinct and Ondertuine Precinct. The role of the estate manager is to ensure the smooth running of the day-to-day affairs of the estate(s), including:
    • Provision of daily tenant management and tenant relations services for existing tenants.
    • Coordinating the management of properties, including collection of tenant fees, management of custodial work, security patrols (where applicable), and maintenance and pest control in accordance with DTPW asset management policies.
    • Leasing available property, including negotiating and preparing new leases and renewing existing leases in accordance with DTPW asset management policies.
    • Enforcing compliance with lease terms and conditions, as well as tenant rules and regulations, including insurance.
    • Providing financial management, reporting, and control services.
    • Preparing lease summaries, operating budgets, monthly management reports, and quarterly budget update reports.
    • Hiring, training and supervising all third-party property management staff and administering on-site estate management offices in accordance with DTPW asset management policies.

 

(2)    (a) what is the rest of the Ondertuine Precinct being used for?

  • It is used as a Nursery and by the Lions Club.

 

(b) who is the owner of the garden in the precinct?

  • The Ondertuine Precinct is situated on the Porter Estate, Erf 3346 Constantia, which is in the ownership of the Western Cape Government.

 

(c) what are the details of the garden?

  • The garden is being used as a nursery and compost generation.

 

(d) who is the agent managing the letting of the garden?

  • The managing agent appointed for the management of the Porter Estate, including the garden, is Muster Property Services (Pty) Ltd.

 

(e) to whom is the garden being let?

  • The garden is being let to Richard Flandorp.

 

(f) what are the rental rates per month being paid by the tenant of the garden to the owner of the property or to the agent?

  • The current rental is R7 500 per month.

 

(g) what are the details of the annual remuneration agreement between the Department and the agent?

  • As mentioned above, Muster Property Services (Pty) Ltd is being paid a monthly fee of R37 360.63 (Vat Inclusive) for the management of the Porter Estate, which includes Bloemkomlaan Precinct and Ondertuine Precinct.
