With reference to the reply to question 5 of 20 July 2023:

  1. (a) Who is the owner of the Old Stone Church Precinct, (b) what are the details of “The Range”, (c) who is the agent managing the letting of this portion of the property, (d) what are the monthly rental rates being paid by “The Range” for this part of the property to the owner of the property or the agent and (e) what are the details of the annual remuneration agreement between the Department and the agent;
  2. whether his Department has an agent managing the agreement with SANParks under whose management the Manor House Precinct currently is; if not, why not; if so, (a) who is the agent, (b) what are the monthly rental rate being paid by SANParks for this part of the property to the owner of the property or the agent and (c) what are the details of the annual remuneration agreement between the Department and the agent?

  1. (a) Who is the owner of the Old Stone Church Precinct

The Old Stone Church Precinct is situated on the Porter Estate, Erf 3346 Constantia, which is in the ownership of the Western Cape Government.

(b) what are the details of “The Range”

The Western Cape Government has concluded a lease agreement with The Range Function and Conference Centre CC in respect of Open land, in extent of approximately 15000m² (Fifteen Thousand square meters), and the Tokai Stone Chapel, in extent of approximately 150m² (One Hundred and Fifty square meters), situated on a portion of Erf 3346, Spaanschemat River Road, Constantia for the period 1 September 2022 to 31 July 2032.

(c) who is the agent managing the letting of this portion of the property

The managing agent appointed for the management of the Porter Estate, including this portion of the property, is Muster Property Services (Pty) Ltd

(d) what are the monthly rental rates being paid by “The Range” for this part of the property

to the owner of the property or the agent

The current rental rate being paid by The Range is R23 737.50 per month.

(e) what are the details of the annual remuneration agreement between the Department and the agent

Muster Property Services (Pty) Ltd is being paid a monthly fee of R37 360.63 (Vat Inclusive) for the management of the Porter Estate, which includes this Precinct.

The role of the estate manager is to ensure the smooth running of the day-to-day affairs of the estate, including:

  • Provision of daily tenant management and tenant relations services for existing tenants.
  • Coordinating the management of properties, including collection of tenant fees, management of custodial work, security patrols (where applicable), and maintenance and pest control in accordance with DoI asset management policies.
  • Leasing available property, including negotiating and preparing new leases and renewing existing leases in accordance with DoI asset management policies.
  • Enforcing compliance with lease terms and conditions, as well as tenant rules and regulations, including insurance.
  • Providing financial management, reporting, and control services.
  • Preparing lease summaries, operating budgets, monthly management reports, and quarterly budget update reports.
  • Hiring, training and supervising all third-party property management staff and administering on-site estate management offices in accordance with DoI asset management policies.

(2)    whether his Department has an agent managing the agreement with SANParks under whose management the Manor House Precinct currently is; if not, why not; if so

The Manor Houses Precinct is the subject of a long-term Management Agreement between the Western Cape Government and SanParks. This long-term Management Agreement is for the safekeeping, use, management, maintenance, and development of the Manor House Precinct by SanParks. There is therefore no need for the engagement of the services of a management agent for this precinct.

As reflected above, there is in terms of the provisions of the long-term Management Agreement between the Western Cape Government and SanParks no need for the engagement of the services of a management agent for this precinct.

  1. what are the monthly rental rates being paid by SANParks for this part of the property to the owner of the property or the agent

As reflected above, The Manor Houses Precinct is the subject of a long-term Management Agreement between the Western Cape Government and SanParks. This long-term Management Agreement is for the safekeeping, use, management, maintenance, and development of the Manor House Precinct by SanParks. There is therefore no rental payable by SanParks.

  1. what are the details of the annual remuneration agreement between the Department and the agent?

As reflected above, there is in terms of the provisions of the long-term Management Agreement between the Western Cape Government and SanParks no need for the engagement of the services of a management agent for this precinct.
