With regard to the title deeds backlog:

  1. How many title deeds are delayed because of a failure to transfer land from the national Department of Public Works to a municipality between 2019 and 2022, (b) how long have these transfers of land parcels been delayed, (c) which municipalities are affected and (d) how many people are set to benefit if the backlog gets cleared?
Answer Body: 

Relating to the outstanding transfers in subsidized projects, the 1994 - 2014 (Title Restoration Project) and outstanding transfers in pre-1994 developments:

  1. The total number of Title Deeds delayed due to the failure to transfer land from the National Department of Public Works to a Municipality between 2019 and 2022 is 4 221.
  2. The delay of transfer of land has taken anywhere between 4 to 10 years.
  3. The following municipalities are affected:
  • Drakenstein Municipality.
  • George Municipality.
  • Theewaterskloof Municipality and;
  • Saldanha Bay Municipality.
  1. It is estimated that a total of 4 221 families are to benefit once the backlog is cleared.
