- How much has the (i) Executive Mayor, (ii) Deputy Mayor and (iii) Municipal Manager of the Central Karoo District Municipality received in (aa) salary payments (bb) motor vehicle allowances and (cc) overtime allowance in the past three financial years and (b) how much has been spent on (i) catering, (ii) accommodation and (iii) entertainment in the past three financial years?
2. Before replying to the questions as posed, it is necessary to inform that the past two financial years were taken into consideration, taking into cognizance information submitted by the Municipality for financial years 2020/21 and 2021/22 only.
(aa) As per information submitted by the Municipality for the 2020/21 financial year, the total annual remuneration package for the Executive Mayor was
R 906 632.00. The total annual remuneration package for the 2021/22 financial year was R 612 407.00.
(bb) In terms of the Upper Limits Notices for Councillors, a councillor may structure his or her basic salary to provide for a motor vehicle allowance.
The Municipality, upon enquiry, has indicated no such vehicle allowance for the financial years 2020/21 and 2021/22 for the Executive Mayor.
(cc) In terms of the Upper Limits Notices for Councillors, the Executive Mayor is not entitled to overtime.
(b)(i) As per information furnished by the Municipality, no monetary information was supplied for catering in relation to the Executive Mayor for both the 2020/21 and 2021/22 financial years.
(b)(ii) In respect of accommodation for the Executive Mayor, an amount of
R 15 197.39 was registered in the 2020/21 financial year and an amount of
R 12 683.96 in the 2021/22 financial year.
(b)(iii) In respect of entertainment for the Executive Mayor, an amount of R 369.99 was furnished by the Municipality for the 2020/21 financial year.
No amount was furnished for the 2021/22 financial year in respect of entertainment for the Executive Mayor.
(a)(ii) – Deputy Executive Mayor
(aa) As per information submitted by the Municipality for the 2020/21 financial year, the total annual remuneration package for the Deputy Executive Mayor was R 688 688.00. The total annual remuneration package for the 2021/22 financial year was also R 688 688.00.
(bb) In terms of the Upper Limits Notices for Councillors, a councillor may structure his or her basic salary to provide for a motor vehicle allowance.
The Municipality, upon enquiry, has indicated no such vehicle allowance for the financial years 2020/21 and 2021/22 for the Deputy Executive Mayor.
(cc) In terms of the Upper Limits Notices for Councillors, the Deputy Executive Mayor is not entitled to overtime.
(b)(i) As per information supplied by the Municipality, no amount was furnished for catering in relation to the Deputy Executive Mayor for both the 2020/21 and 2021/22 financial years.
(b)(ii) In respect of accommodation for the Deputy Executive Mayor, an amount of R 3 211.20 was expended in the 2020/21 financial year and an amount of R 920.00 in the 2021/22 financial year.
(b)(iii) In respect of entertainment for the Deputy Executive Mayor, no amount was furnished by the Municipality for the 2020/21 and the 2021/22 financial years.
(a)(iii) – Municipal Manager
(aa) As per information submitted by the Municipality for the 2020/21 financial year, the total annual remuneration package for the Municipal Manager was R 596 641.00. The total annual remuneration package for the 2021/22 financial year was R 900 179.00.
(bb) Information received from the Municipality indicates that the Municipal Manager received R 36 000.00 in motor vehicle allowance for the 2020/21 financial year. The Municipal Manager received a motor vehicle allowance totalling R 70 000.00 in the 2021/22 financial year.
(cc) In respect of overtime allowances for the Municipal Manager, no amount was furnished by the Municipality for the 2020/21 and the 2021/22 financial years.
(b)(i) As per information supplied by the Municipality, no amount was furnished relating to catering in respect of the Municipal Manager for both the 2020/21 and 2021/ 22 financial years.
(b)(ii) In respect of accommodation for the Municipal Manager, an amount of
R 12 265.63 was registered in the 2020/21 financial year and an amount of R 24 597.29 in the 2021/22 financial year.
(b)(iii) In respect of entertainment for the Municipal Manager, no amount was furnished by the Municipality for the 2020/21. For the 2021/22 financial year, an amount of R 115.80 was expended for entertainment by the Municipal Manager.
