- How many learner transport operators have been (i) arrested or (ii) fined in the past five years and (b) how many learner transport vehicles have been impounded in the last five years for being unsafe or unroadworthy?
- (i), (ii) and (b): The Western Cape Mobility Department has been working closely with the Department of Education to effectively deal with the transport of learners across the province.
As part of the arrangements, is to ensure that private service providers operate in a legal manner in terms of current legislative requirements in terms of the National Land Transport Act by obtaining an operating licence and in terms of the National Road Traffic Act, to ensure driver and vehicle fitness requirements.
The greater part of the movement of learners is within the Metro region, and to ensure compliance with the above legislation our law enforcement has recorded the following outcomes:

Provincial Traffic Services - Learner Transport Operators
The Western Cape Education Department currently has contractual agreements with small bus operators who are registered and meet specific requirements to ensure for the safe transportation of learners to and from schools.
Provincial Traffic Services continuously conducts regular mandatory operations across the province to ensure driver and vehicle fitness, to regulate compliance in terms of:
- Validity of operating licences
- Driving Licence
- PRDP
- Passenger overload control
- Roadworthiness of motor vehicles
All vehicles that were impounded are listed as public transport operators and does not specify whether it’s a learner transport operator. The information below reflects all public transport operators.
