                                                With regard to learner placement for the 2024 academic year:

                          (1)     What is the detailed breakdown of learner placement per (a) school and (b) education district as at the latest date for which information is available;

                          (2)     whether raw data and a detailed list of all unsuccessful applicants per (a) school and (b) education district can be made available as at the latest date for which information is available;

                        (3)     (a) what are the hotspot areas for unplaced learners in the province as at the latest date for which information is available, (b) what is the number of learners who have successfully been placed at schools and (c) how many were still on the waiting list as at 6 February 2024;

                         (4)     with regard to those learners who applied on time and correctly but were rejected by all the schools they applied to, can you provide the following details: what is the (a) number of these learners and (b) detailed breakdown of the (i) race and (ii) grade of these learners,                     and  (iii) schools where these learners were rejected?

My department has informed me of the following:

 

  1. (a) Please see attached list of learner enrolment per school (Annexure A) as of 22 February 2024. Note that live CEMIS data from a specific date is subject to further refinement and correction of errors over time.

  1. School-based data would not be a reflection of learners that do not have a place in a school.

Firstly, parents apply to multiple schools for their children. One unique learner may have applications submitted to 10 schools and would only confirm placement at 1 of these. Thus, the number of “unsuccessful” applications per school would exponentially exceed the number of actual unique learners in the system.

Secondly, a learner may have an application that has been unsuccessful at one school, but successful at another, and their preferred school of choice. 

For example, if a learner has been successful in their application to School A, their first school of choice, but their application to School B has been unsuccessful.

This learner would not be unplaced – they have been placed in their first choice of school.

Thirdly, new extremely late applications made in February, for example, will not reflect an unsuccessful status until the application is processed. These applications are captured by the district and the status will only change once a place is found and the schools apply a status to the application. This can take some time as for example in the case of Grade 10 to 12 learners, as subject choice makes it more difficult to find a place at a school that offers the subjects that the learner wishes to study.
