With regard to the investigation of the Special Investigating Unit (SIU) into the procurement of cloth masks from Masiqhame Trading 1057 CC:

(1)     Whether steps have been taken against the named senior officials; if not, why not; if so, what are the relevant details;

(2)     (a) what steps has his Department taken with regard to the irregular procurement of COVID-19-related PPE from Masiqhame Trading 1057 CC and (b) what is the outcome, if any, of the SIU application to review and set aside the contract valued at R54 353 082;

(3)     whether his Department awarded any tender or contract to Masiqhame Trading 1057 CC after the expiry of the three-year contract on 30 September 2020; if so, what (a) are the relevant details and (b) is the rand value of the contract?

Answer Body: 

My department has informed me of the following:

          (1)     The Special Investigating Unit (SIU) report made no finding of corruption, collusion or fraud against the Western Cape Education Department (WCED), and the recommendations of the report were implemented.

(2)     The matter is sub judice. There has been no outcome to the application.

(3)     (a)    The SIU report made no recommendation that the company be excluded from further bid processes.

A new competitive bidding process was followed for both bids (B/WCED 2875/20 and B/WCED 2876/20). Both bids were evaluated accordingly and awarded to Masiqhame Trading.      Kindly note that the contracts (B/WCED 2875/20 and B/WCED 2876/20) were extended to allow for the new bidding process to be concluded.
