In respect of his Department’s Annual Performance Report for the first quarter of the financial year:

  1. What (a) are the locations where the 1 102 drunk-driving operations were concentrated and (b) is the number of dockets that were (i) taken to court and (ii) successfully prosecuted;
  2. (a) what are the reasons for not meeting the set targets for stop-and-search operations, (b) where were the 407 888 stop-and-search operations concentrated, (b) what were the outcomes of these operations and (c)(i) how many criminal cases were identified, (ii) what is the current status of these cases and (iii) what role did other law enforcement agencies play in these operations?

  1. (a) Drunk Driving Operations per Region at the various 12 traffic centres in the first quarter 2024/25 totals 1105 verified (1102 was the preliminary figure). Below is a breakdown per region:

       (b)  (i)& (ii) The total number of arrests was 1115. The amount of drunk driving arrests was 789. Other arrests (326) were made, of which 109 was for false documentation and 64 for reckless and negligent driving are the biggest contributors.

               The Directorate Traffic Law Enforcement is responsible for the arrests that are taken and the compilation of the docket with the necessary charges and relevant official arrest documents, thereafter it becomes the responsibility of SAPS and the Department of Justice to process the arrests from a judicial perspective and the court results of each case.

  1. (a)The target for vehicles stopped and checked for quarter 1 2024/25 is 425 000. The reasons for under achievement was the re-allocation of resources to address specific needs such an increase in Abnormal Escort duties and weather challenges. This will be addressed on tactical level to ensure that the annual targets are met in over the remainder of the year.

(b)The stop-and -check of vehicles took place across the Western Cape in the jurisdiction of the 12 Traffic Centres, covering the N1 (Worcester, Laingsburg, Beaufort West and Oudtshoorn), the N2-region (Knysna, George, Mossel Bay, Swellendam and Caledon), the N7-region (Vredenburg and Vredendal) and the Metro-region which covers stretches on N1, N7 and N2)

(c) (i)A total of 176 criminal cases were registered – This excludes the drunk

and driving cases.

      (ii)The Directorate Traffic Law Enforcement is responsible for the arrests

that are taken and the compilation of the docket with the necessary charges and relevant official arrest documents, thereafter it becomes the responsibility of SAPS and the Department of Justice to process the arrests from a judicial perspective and the court results of each case.

 (iii)All prioritised law enforcement and road safety interventions are

planned and implemented with an integrated approach including internal and external role players depending on the type of focus per operation type. All agencies involved take a collaborated approach to execute the operations and key focus as per the tactical operation for the province.
