- Whether he and his Department have plans to carry out lifestyle audits of the current cabinet members as he did when taking office in 2019; if not, why not; if so, (a) what are the relevant details, (b) what will be included in the audit, (c) whether qualifications will be included and (d) when will the audit commence;
- what (a) are the qualifications and (b) is the professional experience of the Premier and each of his cabinet members;
- whether he has concluded performance agreements with each member of his cabinet; if not, why not; if so, will he make these performance agreements available?
- Yes, lifestyle audits of all current cabinet members have been and are being conducted at present.

- The scope of the lifestyle audit is to analyse and verify financial and other relevant information to provide an opinion on whether the individual’s lifestyle is commensurate with his/her income and whether any such income or any interest held, could cause a possible conflict in his/her role as a Cabinet member. The information analysed includes the following:
- Total income or sources of funds of the individual;
- Large and/or significant expenditure transactions and funding thereof;
- Business interests and resultant dividends/profit distribution or any other related income;
- Personal investments and resultant interest – including shares and bonds;
- Assets of the individual;
- Liabilities of the individual;
- Declaration of any transfers of assets to family members, family trusts and other persons or entities;
- Credit information;
- Income tax compliance and disclosure;
- Foreign travel, hospitality and other benefits of a material nature;
- Verification of the highest qualification.

- The audits of previous members who are also current members of Cabinet, commenced on 19 April 2024. The audits of the three new members of Cabinet commenced on 25 September 2024.
- For the qualification and professional experience of Ministers, the member is advised to request the information from each Minister.
Premier Winde holds a National Senior Certificate. He is a former businessman who started and successfully operated 10 businesses in Knysna. Between 1996 and 1999, he served as a councilor in the South Cape District Council.
In 1999, he was elected to the Western Cape Provincial Parliament where he served in various political roles including as the Chief Whip of the Official Opposition and as the Western Cape Finance Chairperson.
Following the Democratic Alliance’s victory in the provincial elections in 2009, he became the Provincial Minister of Finance, Economic Development and Tourism. He was also appointed as the Western Cape Minister of Agriculture and Community Safety.
Since 2019, he has served as the Premier of the Western Cape.
- The first meetings between the Premier and his Ministers to identify their ministerial priorities have already been held. These ministerial priorities have fed into the Provincial Strategic Plan; which will be concluded before the end of the financial year. The draft PSP was presented at the Premier’s Coordinating Forum on 22 August. The member was invited to this meeting at which the national plan was also presented.
The outputs of the PSP will be further reported on via the annual performance plans (APPs) and annual reports.
The internal working meetings between the Premier and his ministers are not reported on publicly but as stated above, outputs are reported on.
