With regard to the cooperation agreement signed in August 2024 by the national Minister of Police, the Western Cape Government and the City of Cape Town:

  1. What are the (i) key deliverables outlined in the agreement and (ii) responsibilities assigned to each party and (b) what role will the provincial government and the City of Cape Town play in addressing the underlying factors, such as spatial planning, inadequate lighting and accessibility, particularly in and around crime hotspots?
Answer Body: 

(a)    (i)   The parties undertook to collaborate towards achieving the following:

  • the creation of a shared safer city vision that maximises integrated relationships with all spheres of government within their respective spheres of responsibilities and civil society in the creation of a safe, secure and violence free environment;
  • the development of programmes, plans, interventions and infrastructure that will reduce the levels of crime;
  • the development of an aligned approach to support and enhance economic performance within the City;
  • formulating a conducive governance platform that traverses decision making levels of all spheres of government and other relevant stakeholders;
  • implementation of the Integrated Crime and Violence Prevention Strategy (ICVPS);
  • the undertaking of research and the development, procurement and commissioning of technological infrastructure, including but not limited to CCTV (close circuit television) cameras, where resources are integrated;
  • explore and pursue opportunities for the review of legislation that will improve the effectiveness of law enforcement and policing;
  • sharing of data, physical resources and skills to improve effectiveness of law enforcement and policing;
  • offering City facilities, buildings and land for use by SAPS and provincial government as needed to effectively implement safety interventions post consultation with the Metropolitan Council; and
  • establishing a programme to focus on the prevention of sexual offences and related Gender Based Violence and Femicide and the enhancement of victim support in respect of such victims

               (ii) The responsibilities of each partner are currently being determined as part of the Integrated Annual Operational Planning process. A workshop between all partners is scheduled for 20 and 21 November to finalise the Annual Operational Plan.

  1. The role of Western Cape Government and that od the City in the underlying factors will also be unpacked during the two day strategic workshop.
