With regard to the complimentary safety inspections on 10 and 15 October 2024 of vehicles transporting learners:

(a)  How many vehicles were inspected during that time frame, (b) how many vehicles were deemed safe and unsafe, (c) what was the main reason for vehicles being deemed unsafe and (d) why were only two days (11 and a half hours in total) granted to do these inspections?

Answer Body: 
  1. Free safety checks on scholar transport vehicles took place on 10 and 15

October 2024 from 08:00- 15:00; Only 15 motor vehicles were tested.  These vehicles were tested for roadworthiness.

  1. All 15 vehicles tested had some defects varying from slight to more serious

           defects. 

  1. These defects included the following:
  • Defective number plate lamp x11
  • Worn tyres
  • Bull bar obscuring number plate
  • Left and right park lamp defective
  • Number plate lamp defective
  • Left head lamp defective
  • Defective sliding doors
  • Defective side mirror (left)
  • Oil leakage x2
  • Right front and Left rear tyres smooth
  • Oil leaking from sump plug
  • Right reverse lamp defective
  • Loose handle on driver side door
  • Seats broken and x3
  • Right rear tyre smooth
  • Rear left tyre material separating, metal exposed from side of tyre
  • Defective front suspension unit
  • Power steering operation defective
  • Prop shaft defective
  • Drive train- Center bearing
  • Defective hooter
  • Loose gear leaver handle
  • Power steering fluid leakage
  • Oil leaking from gear box
  1. Two days were identified during Transport Month to invite scholar transport operators to make use of this free service. The two days were identified as an attempt to incorporate the Directorate Traffic Training and Development (Gene Louw College) as part of the Traffic Management Chief Directorate into the broader Transport Month Initiatives. Only two days were allocated, based on the College capacity which was focussing on the training of 133 Cadet Traffic Officers as their main priority. The Mobility Department is looking into different ways to attract more of the Transport Industry to participate in such intervention as part of our engagement to include road users in taking responsibility for their safety.
