Whether his Department has a plan in place to decrease road fatalities during the 2024/25 festive season; if so, what are the relevant details?
The Mobility Department, through its Chief Directorate Traffic Management will focus on traffic law enforcement as well as road safety education and awareness, linked to an extensive road safety communications campaign through Safely Home.
Our Festive Season tactical and operational plans were initiated during October Transport Month and will continue until the end of January 2025. This entails an approach of sector patrolling and enforcement on all our major routes.
Our main planned static operations will include Fatigue Management operations to address all forms of public transport operators. The freight industry has also become a critical form of transport on our major routes and our weighbridges will ensure compliance in terms of the National Road Traffic Act, while the SAPS, who is one of our operational partners, will focus on the movement of illegal substances and goods.
We have ensured that our Alcohol Evidentiary (EBAT)Centre at Vangate in Athlone, within the Metro is fully operational to deal with the predicted high numbers of transgressors within the province. Traffic Law Enforcement will conduct the necessary breath alcohol testing, and a registered nurse will be available 24/7 to draw blood when needed as per the prescribed legislative requirements.
In addition, our overall approach will focus on the following interventions which is aligned to the national indicators namely:
- driver and vehicle fitness for all classes of motor vehicles.
- drinking and driving
- speeding
- reckless and or negligent driving
- safety belts
- overload control within the freight and public transport sectors
With regards to education and awareness, the Department has the following measures in place:
- road safety education and awareness which focuses on face-to-face interaction with road users at different locations targeting different road users using Road Safety Ambassadors.
- Deployment of Road Safety Ambassadors to hazardous areas within the community.
- Media mix of community radio advertising, digital screens, static billboards, murals, advertising on back of buses and minibus taxis wrapped in a marketing and educational message, and an extensive social media campaign via Safely Home.
