Question by Hon Ngqentsu.
In the light of the whistleblower’s report sent to Premier Alan Winde and 48 others, including provincial Cabinet members and public representatives, on 17 October 2024:
- What was the total value of the procurement of 122 BMW vehicles for traffic officers;
- whether there were irregularities identified in the procurement process; if so, (a) what are the relevant details and (b) what steps are being taken to address them;
- whether he will initiate lifestyle audits for senior officials in his Department, particularly for those implicated in these claims; if not, why not; if so, what are the details of the planned audits?
- The total costs (including branding, lights, sirens and in-vehicle technology)
amounted to R 88 936 188.61.
- No irregularities were identified in the procurement process.
(3) Lifestyle audits are triggered, inter alia, by red flags identified in the financial disclosure process, either reflecting non-disclosure, or undeclared wealth. None of these triggers have emerged, as PFS have been unable to verify any of the allegations made, despite follow ups with the relevant whistleblower.
