The Standing Committee on the Premier and Constitutional Matters will conduct public hearings on the Public Service Amendment Bill [B 13B - 2023} and the Public Administration Management Amendment Bill [B 10B - 2023] (S76) (NCOP) as part of its constitutional responsibilities.
PURPOSE
The purpose of the Public Service Amendment Bill [B 13B–2023] is to amend the Public Service Act, 1994, to provide for the devolution of administrative powers from executive authorities to heads of department; to augment the role of the Director-General in the Presidency to support the President; to provide for a mechanism to deal with the recovery of overpayments of remuneration and benefits; to clarify the role of the Public Service Commission in respect of grievances; to clarify the role of the President and the Premier in respect of the appointment and career incidents of heads of departments; and to provide for matters connected therewith.
The purpose of the Public Administration Management Amendment Bill [B 10B–2023] (S76) (NCOP) is to provide for the transfer and secondment of employees; to provide clarification regarding the prohibition against employees conducting business with organs of state; to provide for the National School of Government to be constituted as a national department; to provide for the removal of employment disparities across the public administration; to provide for the determination of conditions of service with financial implications; to amend the Schedule so as to effect certain consequential amendments; and to provide for matters connected therewith.
SUBMISSIONS
Interested persons and organisations are invited to submit written or oral submissions (which must include your personal details (full name), municipality, email address and/or contact number) to the Committee. Please submit submissions to the Procedural Officer, Ms Waseemah Kamish-Achmat, either by email (wachmat@wcpp.gov.za) or by WhatsApp as a voice note to 083 462 4803. Submissions must reach the Committee by no later than 16:00 on Thursday 24 April 2025.
