Public hearings on traditional and Khoi-San leadership Bill

The Standing Committee on Local Government invites stakeholders and interested persons and organisations to attend public hearings and to make written submissions on the Traditional and Khoi-San Leadership Bill [B 23B – 2015].

 

This Bill makes provision for the recognition of traditional and Khoi-San communities and leaders, as well as for the withdrawal of such recognition. It also makes provision for the establishment of structures that will serve the recognised communities. The functions and roles of the traditional and Khoi-San leaders are set out in the Bill; these are of a facilitative, consultative, participatory and advisory nature.

 

Provision is made for support to the various councils such as traditional and Khoi-San councils.

 

The Bill will consolidate (and consequentially repeal) the National House of Traditional Leaders Act, 2009, and the Traditional Leadership and Governance Framework Act, 2003.

 

The Bill seeks to ensure an integrated and uniform approach in dealing with all matters relating to traditional leadership which will include the establishment and composition of local houses of traditional and Khoi-San leaders.

 

A Commission on Khoi-San Matters is proposed to assist government with the recognition process of Khoi-San communities and leaders.

 

The Bill also makes provision for a comprehensive code of conduct for members of the National House and the provincial and local houses and all traditional and Khoi-San councils.

 

It will further provide for regulatory powers of the Minister and Premiers, transitional arrangements, monitoring and consequential amendments to other laws.
