TUESDAY, 12 AUGUST
09:00 The Standing Committee on Local Government, Environmental Affairs and Development Planning will meet in Committee Room 2 to discuss the comments received from the public on the Western Cape Monitoring and Support of Municipalities Amendment Bill [B 8–2023], as well as the response by the Department on these comments after which the committee will proceed to the consideration of the Bill.

09:00 The Standing Committee on Police Oversight, Community Safety and Cultural Affairs and Sport will meet in Committee Room 1 to conduct interviews to shortlist candidates for appointment to the governing board of the Western Cape Liquor Authority and to deliberate on the interview process and shortlisting of candidates.

13:00 The Standing Committee on Education will meet at the Cape Teaching and Leadership Institute (CTLI) in Kuilsriver to be briefed by the management of the institute on the scope and nature of the training programme currently offered by the Cape Teaching and Leadership Institute and the Western Cape Education Department on the challenges and strategic responses related to the aging teacher population within the province and the role of the CTLI in supporting the development and deployment of educators in these key areas.

13:00 The Standing Committee on Finance will meet with the Minister of Finance and the Provincial Treasury for a follow-up discussion on the Fiscal Futures Model, Alternative and Blended Finance, and the Department’s role in overseeing Public Private Partnerships.

09:00 The Budget Committee will be briefed virtually by the Provincial Treasury on the 4th Quarter Performance (Budget Performance) of the Western Cape Government for the 2024/25 financial year. The Committee will also be briefed by, and engage the National Treasury on the terms and conditions of the provincial and municipal allocations, which allows the small, medium and micro enterprises; including the communities and members of the public to be able to participate and be economically included in the allocation of funds to the Western Cape Province and its affected municipalities. Thereafter, both the National- and Provincial Treasury will brief the Committee on the Provincial Equitable Share, including any reforms that have been made to make the equitable share revenue disbursement to all provinces and municipalities in South Africa fair; the unspent funds which were allocated through the Adjustments Appropriation Bill and how these can be rolled-over for a 2-year period, including an explanation of the application process for such roll-overs, and the perceived concept of top-slicing of the national budget and how the formula of the Provincial Equitable Share can be amended to accommodate for a bigger allocation of the national revenue.
